Short Description
With the Center for Biosafety in Mödling (ZbS), a further step towards the efficient monitoring of animal health in Austria has taken place. The ZbS is used for the investigation of highly contagious animal diseases of risk groups 3 and 4 as well as zoonotic agents of the human risk group BSL3.
The building has been designed and built in compliance with the EUFMD guidelines (Minimum Biorisk Management Standards for Laboratory Working with FMD Virus) and has been in operation since October 2015. In order to prevent the release of airborne diseases in form of aeorsols, the laboratory is under a permanent under-pressure with inward air currents. An air-tight containment and personnel and material locks with counter-locking doors ensure maximum biosafety. The building consists of three floors. The HVAC (heating, ventilating and air-conditioning) systems are located in the upper floor and the effluent treatment plant in the basement. Both systems are redundant. Access control at various levels ensures that only trained persons can reach potentially contaminated areas. When leaving the laboratory and some contained technical areas, there is a need for a shower and any contact to biungulates has to be avoided for at least 72 hours in order to prevent the spread of disease, particularly into the susceptible Austrian livestock. For biosecurity reasons, the building is guarded around the clock (24-7).
If an organization carries out a laboratory of this risk group, it must appoint a BioRiskOfficer (BRO) in accordance with the EUFMD. The BRO has expertise in all possible biological biohazards that could occur in the organization. He / she advises the management on biosafety matters, prepares risk assessments and biosafety measures. If danger is in default, he or she reports directly to the supreme authority (BMGF). He / she is also responsible for the training of the staff and the cooperation partners and assigns or withdraws access authorizations.
• Within the containment building, which was constructed for group 3 and 4 animal pathogens, a human BSL3 laboratory is located. This is divided into a virology and bacteriology laboratory room and serves for cultivating pathogens with zoonotic potential.
• The containment building also contains state-of-the-art PCR equipment. Nucleotide extraction, classical PCR, real-time PCR and master mix preparation are performed in separated rooms.
• There is also a GMO laboratory of risk group 3, a laboratory for the virus cultivation of group 3 and 4 animal pathogens and a laboratory for pathological and anatomical examinations.
• All laboratory rooms are equipped with Class 2 safety cabinets, cooling-and freezing units, and with CO2 incubators.
• Virus and bacterial strains are stored in a separate storage room with their own access authorization. These strains are recorded and managed via a database (biosecurity-requirement).
